I think that this person is Father, or the Commander. I think his character drastically changed in the last chapter because he slowly grew mad by the end of the book. He eventually realized what he was doing other people was extremely out of the question, when he figured out, that theoretically, he killed his own son without knowing. In the end, I believe after he knew what he did for sure, he didn't want to live on the Earth, and did not care what happened after that to him, whether he was tourtered or killed or fired, he didn't care.
